원인 : 서비스 내에서 전달하는 서비스(wdiq242qs_p)를 호출 할 때, 서비스가 존재하지 않게나 서비스가 활성되지 않았을 때 발생.
조치 : tpforward 하는 서비스(wdiq242qs_p)가 비활성된 경우 해당 서비스를 활성화 시킴.
